Under Republic Act No. 9482 (Anti-Rabies Act), all dog owners are required to have their dogs vaccinated against rabies and registered with the local government. Most LGUs provide free anti-rabies vaccination programs.
CARA Welfare Philippines - Free Consultation Days
Animal welfare NGO that occasionally offers free veterinary consultations during adoption drives and special events. While not a regular clinic, they provide free basic checkups and advice during community outreach programs.
Philippine Animal Hospital (PAH) - Low Cost Clinic Days
Special low-cost clinic days offering subsidized veterinary consultations and treatments. While PAH is a private facility, they regularly hold community service days with significantly reduced fees for consultations, vaccinations, and minor procedures.
University of the Philippines Veterinary Teaching Hospital (UPVTH)
Low-cost veterinary services including consultations, diagnostics, treatments, and surgeries. As a teaching hospital, services are provided by licensed veterinarians with veterinary students observing/assisting. More affordable than private clinics while maintaining quality care.
Caloocan City Pet Health Services
Free veterinary consultation and treatment for minor pet ailments. Services include physical examination, diagnosis, prescription, and free basic medicines. Also provides pet registration and health certification.
Malabon City Veterinary Services
Free veterinary consultation and basic pet care services. Includes health assessment, treatment advice for common conditions, and free medicines when available. Regular anti-rabies vaccination drives conducted in barangays.
Navotas City Free Pet Consultation
Free veterinary consultation services for Navotas residents. Includes general health checkup, diagnosis of common pet diseases, treatment recommendations, and free anti-rabies vaccination during city campaigns.
San Juan City Veterinary Clinic
Free basic veterinary services for San Juan residents. Offers consultation, health examination, advice on pet care, and treatment for common ailments. Free medicines dispensed based on availability.
Marikina Animal Welfare and Veterinary Services
Free veterinary consultation and treatment of minor conditions. Well-equipped facility offers physical examination, diagnostic services, treatment advice, and dispensing of free medicines when available. Also processes pet licenses and health certificates.
Mandaluyong Pet Care Services
Free veterinary consultation and basic health services. Includes physical examination, advice on pet care and nutrition, treatment of minor ailments, and free health certificates for registered pets.
Valenzuela City Pet Health Program

Cebu City Free Spay and Neuter Program
Free spay/neuter surgeries for dogs and cats to control stray population. Includes pre-surgical examination and post-operative care.
